The Credit Facility for Participation in the Reconstruction of Ukraine constitutes a strategic financial instrument engineered to empower Polish enterprises operating within the Republic of Poland. The fundamental objective of this programme is to provide preferential financing in the form of debt facilities to support the execution of initiatives that contribute directly to the rehabilitation and restoration of the economic potential of Ukraine.

This dedicated credit facility is characterised by highly preferential financial covenants and commercial terms, structured as follows:

  • Maximum Principal Volume: Up to PLN 10 million;
  • Maturity Profile: A repayment term spanning a duration of up to 10 years;
  • Interest Rate Architecture: Fixed at a nominal rate of 2% per annum;
  • Grace Period: A moratorium on principal repayment extending up to 12 months.

Proceeds derived from this credit facility may be allocated by commercial enterprises exclusively for the financing of the following eligible expenditures:

  1. The execution of projects bound to commercial contracts performed on behalf of Ukrainian entities, which explicitly encompasses:
    • The orchestration of freight transportation, warehousing networks and supply-chain logistics vital for the delivery of essential commodities and services to the civilian population, alongside construction materials, industrial machinery, specialised technologies and alternative resources requisite for project execution within Ukraine;
    • The development and augmentation of corporate operational capacity and assets necessary to participate in capital investments involving the reconstruction and expansion of Ukraine’s critical infrastructure (including road networks, rail infrastructure, energy grids, water supply networks, public utility buildings and residential housing developments);
    • The procurement of professional advisory services for the preparation of comprehensive feasibility studies or structural investment designs designated for projects executed within the territory of Ukraine;
    • The financing of operational activities undertaken by medical sector enterprises engaged in the manufacturing of medical devices and supplies – with particular emphasis on prosthetics and specialised medical dressings – destined for deployment and delivery to Ukraine;
  2. Strategic initiatives connected to the import of specialised services and products supplied by corporate counterparties legally domiciled in Ukraine;
  3. The providing of commodities and services to secondary enterprises actively engaged in rebuilding the economic potential of Ukraine, provided such supplies are utilised directly for the execution of said rehabilitation activities.

Contingent Financial Incentives and Structural Preferential Terms

Applicable to commercial enterprises operating within the medical sector whose primary deployment involves the manufacturing of medical devices and supplies, specifically prosthetics and advanced medical dressings, destined for delivery to Ukraine.

Applicable upon the formal presentation of verified documentation establishing a historical commercial relationship with counterparties in Ukraine (e.g., cleared customs documentation, formalised invoices or executed bilateral contracts).

Applicable in scenarios where the explicit objective of the credit facility involves a capital investment dedicated to the reconstruction and structural expansion of Ukraine’s infrastructure (including road networks, rail systems, energy grids, municipal water networks, public utility edifices and residential housing).

Applicable to borrowers who plan the execution of corporate construction and real estate development projects for their own operational account.
